Preface:
The Kingdom of Saudi Arabia, with its blessed leadership, is honored to have the city of Makkah, the place where all Muslims face in their five daily prayers and their hearts wish to visit. The grace of this country is spreaded all over the world . This is because of the policy which was taken by the founder of this country, King Al-Imam Abdulaziz bin Abdulrahman Al Saud ( may Allah bless him), and his sons after him were inspired by him until we reach the era of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz ( may Allah protect him), his Crown Prince, Muqrin bin Abdulaziz (may Allah protect him), and Deputy Crown Prince, Muhammad bin Nayef bin Abdulaziz (may Allah protect him) .
This blessed country has taken the responsibility and the care of all Muslims in world in general and Muslim minorities in the countries of the world in particular. This care includes: the building of mosques, Islamic centers, hospitals, schools and universities, and education on the proper approach derived from the Qur'an and Sunnah of the Prophet Muhammad (Peace and Blessings Be Upon Him) . Al- Imam Muhammad Ibn Saud Islamic University realized its academic and religious duty to fulfill her message of taking care of research and to serve the community. This care is embodied under the name of the College of Shari'ah in Riyadh to hold a conference under the title: The Third International Islamic Jurisprudence Conference: "Jurisprudence of Muslim Minorities" (JMM) . The approval of this conference, on behave of Minister of Higher Education, was issued with the number (86784) and dated (13/8/1434 ). This is to confirm that The Islamic Shar'iah (law) is addressing the solutions and treatment of whole issues.
Objectives of the Conference:
The Third International Islamic Jurisprudence Conference: "Jurisprudence of Muslim Minorities" aims to achieve the following objectives:
• To declare that The Shar'iah (law) of Allah Almighty (Highly Exalted is HE) is characterized by its capacity, inclusiveness, and consideration of all interests while supplementing the human being, preventing evil, and minimizing evil as much as possible.
• To show the bright side of The Shari'ah which is characterized by its tolerance, mildness, and moderation.
• To indicate the role of this blessed country of Saudi Arabia in the care and attention to their Muslim affairs in the East and the West.
• To encourage the need for Muslims in non-Muslim countries to explore the judgment of the Islamic Law taking into account the specificity of its appropriate place for them.
Main Themes of the Conference:
The First Main Topic : "The Jurisprudence of Minorities": the reality, properties, its importance, and its history
• Definition of the term Jurisprudence of Minorities and the declaration of this reality.
• Properties of the minorities, the challenges faced by them, and their impact on jurisprudence.
• The importance of the Jurisprudence of Minorities and the reasons for taking care of it .
• Emergence of the Jurisprudence of Minorities and its historical development.
• Efforts in the field of Jurisprudence of Minorities (reality and aspirations).
The Second Main Topic : "The Rooting of Jurisprudence in Muslim Minorities"
• Main issues in the science of fundamental jurisprudence relating to the Jurisprudence of Minorities such as the denial diligence issues, fragmentation of diligence, the jurisprudence of reality ....
• Main jurisprudential rules relating to the Jurisprudence of Minorities. (E.g. rule of facilitation and lift difficulty , change of the fatwa and diligence, rule of custom and habit , and the rules of interest - advantages and disadvantages).
• The main purposes of The Shari'ah (law) in the Jurisprudence of Minorities and its conditions . (E.g. taking into account the years gradient in the legislation).
The Third Main Topic : "The Most Important Creedal Issues Related to the Jurisprudence of Minorities"
• Moderation and mildness toward the members of the Muslim minority, their impact in the call to the Allah(Highly Exalted is HE), and deploying the right approach.
• The best way to keep the true faith with coexistence in a non- Muslim society .
The Fourth Main Topic : "Calamity (new issues) in the Jurisprudence of Minorities"
• Residence in non-Muslim countries.
• Judgments relating to co-existence between Muslims and others.
• Dealing with banks in a non-Muslim country.
• Arbitration and resorting to the courts.
• Referring to the Muslim group instead of the judge.
• Sustainability of the marriage when one marries a non-Muslim with the hope that the person will enter Islam.
Categories Targeted For Participation in the Conference
The Jurisprudence of Minorities Conference aims to target the following participants :
• Academics in Saudi Arabia universities and academics in the Arab and Islamic world .
• Muftis in the Arab and Islamic countries.
• Workers in Islamic Centers in countries of Muslim minorities.
• Researchers in the Shari'ah (law) studies centers.
Venue of the Jurisprudence of Minorities Conference
This conference (with Grace of Allah, Highly Exalted is HE) will be held at the University of Al- Imam Muhammad Ibn Saud Islamic University: Conference Building Hall, Sheikh Abdulaziz Al-Tuwaijri for men and the supporting hall (b) for women, Riyadh, Kingdom of Saudi Arabia.
Jurisprudence of Minorities Conference Research
Participating in the conference will be as follows:
• Academic research related to the subject, arbitration, and themes of the conference.
• Applicants of working papers authorized by the Committee of the Conference.
• All accepted research by the Committee of the Conference will be published in an Academic Conference Record.
• Announcement of some research might take place through the conference sessions and posters.
General Conditions for Research Presented at the JMM Conference
• The research must be on one of themes of the conference.
• Must meet the availability of the search conditions for academic research and standards and pass the academic arbitration procedures.
• The research should be characterized by originality and novelty.
• The research should not have been published or presented at conferences or previous events, a chapter of a thesis, or a previous research.
• Footnotes should be included at the bottom of each page with a serial numbers.
• The research must not exceed thirty (30) pages (A4-size ) including the appendices and references.
•Write the terms and foreign names of a person in Arabic script first, and then write them in Latin script making it between brackets.
• The appendices, references, and indexes are to be placed at the end of the research.
• The margins and comments must be on the same page and not at the end of research.
• Submit the research on a magnetic disk (CD) or in the form of a file attachment via e-mail or regular mail. The research is required to be written in the MICROSOFT WORD program, font type TRADITIONAL ARABIC, font type size: 16. If it is in English, the research should be in the NEW ROMAN TIMES font type, font size: 14, the page margins from the top and bottom 2.54", right 1.5", left 2.5", and version reserved format (pdf).
•The first page of the research must include: The full title of the paper, the name of the researcher, academic degree of the researcher, the name of the conference, and the organization of the conference .
• The second page should include a summary of the research in the Arabic language within the limits of a single page.
• Attach a resume his research of no more than one page and the application form to participate in the JMM Conference.
Important Dates
• Date of the Conference: (3- 4/2/1437 AH) corresponding to (15 -16/ 11/2015 AD ).
• The last date for receipt of the research in its final form for those who are accepted for participation in the JMM Conference will be on Sunday (1/4/1437 AH), corresponding to (11/1/2016 AD).
Important Notice
• The JMM Conference Secretariat has the right to print and publish accepted research.
• The JMM Conference languages: Arabic and English.
