      Al-Imam Muhammad Ibn Saud Islamic University is organizing the first forum for government and private bodies concerned with educating scholarship students from outside the Kingdom, under the title: “The Efforts of the Kingdom of Saudi Arabia in Educating Foreign Scholarship Students." Dr. Abdullah bin Muhammad Al-Razeen, Dean of Community Service and Continuing Education and Executive Director of the Educational Charitable Fund, said that the forum will start tomorrow after the approval of the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz, and under the patronage of the Minister of Higher Education, Dr. Khalid bin Muhammad Al-Anqari, while it is being organized by the Educational Charitable Fund at Imam University.

Al-Razeen indicated that the forum aims to demonstrate the Kingdom's efforts in the field of educating external scholarship students and to evaluate the Kingdom's experience in educating scholarship students. He outlined the most prominent positive matters in the scholarship students' education programs, and worked to improve them, in addition to identifying the most prominent obstacles to the scholarship students' education programs, and working to avoid them. And building bridges of communication between government and private agencies concerned with educating scholarship students.

The Dean of Community Service and Continuing Education and the Executive Director of the Educational Charitable Fund said that the forum will include 5 axes, the first of which deals with the Kingdom's experience in educating external scholarship students in Saudi universities as a model. The second is the efforts of Saudi educational institutions in communicating with scholarship students after their graduation and their return to their countries. The third is the role of institutions and NGOs in educating external scholarship students. And the fourth obstacles to the education of external scholarship students. Fifth, the future vision of scholarship programs for students.


 Educational Charitable Fund for The Introduction of the Fund

       The introduction of praise to God the Lord of the Worlds, and prayer and peace on his faithful messenger, and after based on the decision of the Council of Ministers number 94 and dated 29/3/1431 Ah. The amount of the university, which includes the controls for the admission of scholarship students to non-Saudis, and the emphasis in the decision on the creation of charitable funds in the educational institutions, where the resolution in article 9 (E) 

stipulates:

(The establishment of a charitable fund in each educational institution to support grant programs, based on subsidies, donations, donations, wills, endowments, and the institution's budget in accordance with the rules approved by the Council). 

To confirm its university responsibility in playing its leading role in the learning process in the community, it proposes the establishment of the Educational Charitable Fund, which independently organizes scholarship, programs and enables scholarship students to join the university and provide assistance and assistance to them, where the Fund will collect resources and financial flows from subsidies, donations, wills and endowments and work on their management and guidance to support scholarship programs funded by the Fund. 

 This project came after the high approval, as it is possible through the Fund to receive donations, donations, wills and endowments to spend on expanding the acceptance of grant students from the Muslim world, and that the good people and spending to the desire to adopt many education projects because they are convinced that it is a weapon of success against underdevelopment, and this project came after mixing with people who spend on good and those who spend on other things that may go wrong, The organization was crowned with approval, so that what is spent is in the right way. 


 Al-Imam and MiSK Foundation Inks Cooperation Agreement

       On the last Thursday, H.E. Prof. Dr. Suliman Aba Al-Khail, Rector of Al-Imam Muhammad Ibn Saud Islamic University and Member of Saudi Senior Ulemas Council, has inked a cooperation agreement with Prince Mohammed bin Salman bin Abdulaziz Philanthropic Foundation “MiSK" on the volunteering works and activities.

Commending the signed agreement, H.E. the university Rector has revealed that, the agreement well contribute largely in realizing the Saudi Vision 2030 and cultivating the non-profit field and raise the skills of volunteers. It will also help in achieving the strategic related objectives of Al-Imam University and MiSK, especially in training volunteers and officials of the humanitarian and social service fields.  This agreement, also, aims to cooperate in identifying the priorities of the community needs in the fields of humanitarian, social, cognitive, and cultural work, added Dr. Aba Al-Khail.

Shedding more lights on the inked agreement, Dr. Aba Al-Khail has clarified that, the most cooperation areas of it is the academical training, specialized and cooperative ones, programs, Additionally, the studies and research that serve the other party including Sharia and regulatory programs, social programs, developmental programs, humanitarian awareness, and statistics. The agreement will contribute, also, in developing the volunteering product and sharpening its deliverables, throughout innovative tools like activating the smart applications, media, cultivating the roles of the governmental sectors and increasing the numbers of the volunteers, added Dr. Aba Al-Khail.

Concluding his words, Dr. Aba Al-Khail has acknowledged the efforts and contributions of King Salman bin Abdulaziz Al-Saud, Custodian of the Two Holy Mosques, and Crown Prince H.R.H. Prince Muhammad bin Naif bin Abdulaziz and Deputy Crown H.R.H. Prince Muhammad bin Salman bin Abdulaziz, in bringing success and determination to community and its people.

In the sidelines, Mr. Bader Al-Asaker, Secretary-General of MiSK Foundation, has stated that, the signed agreement with Al-Imam University will focus on developing communities and cultivating its capabilities through education, training, and non-profit activities. He clarified the readiness of his foundation to put the signed agreement into force immediately.

From his side, Dr. Bader Al-Wahhibi, Dean of Deanship of Studies of Volunteering Work, has said that the inked agreement is a source of pride to his administration, as it the first ever deanship amongst the Saudi universities. He revealed, additionally, that his administration has signed recently a number of agreements with many entities aiming to organize and unified the efforts and contributions of volunteering works, and to increase the volunteers' numbers from eleven thousand to one million volunteers.

  Imam Muhammad ibn Saud Islamic University has signed a Memorandum of Understanding (MoU) with The National Project Management, Operation, and Maintenance Organization in Public Entities (Mashroat). The MoU was signed in the presence of Director of Imam Muhammad ibn Saud Islamic University Dr. Ahmad bin Salem Al-Ameri, Assistant to the Minister of Economy and Planning H.E Khalid bin Saud Al-Shenaifi, General Supervisor of Imam Muhammad ibn Saud Islamic University's Technical Affairs Eng. Shafi bin Quaid Al-Qahtani, Director-General of Mashroat Ahmed bin Mutair Al-Balawi and a number of the university's senior officials. ​​The MoU is an important development for Mashroat given the large number of education facilities within Imam Muhammad ibn Saud Islamic University. The MoU will ensure facility management is carried out to the international standards set by Mashroat. 

Under the terms of the MoU, Mashroat will provide support as the university updates its facility management systems. It will begin by introducing a new electronic management system which will include data on maintenance and operations. It will also register and evaluate work carried out and introduce a performance indicator panel.  Mashroat will also organize workshops for staff on the National Guidelines for Facility and Assets Management. They will be aimed at upskilling the university's administrative personnel.        

Director of Imam Muhammad ibn Saud Islamic University, Dr. Ahmad bin Salem Al-Ameri welcomed the partnership which will enable the university to apply best practice and enhance its facility management eco-system, “Partnering with Mashroat is an essential step for all government entities as they work to manage their projects and facilities to best international standards. 

“Through this MoU Imam Muhammad ibn Saud Islamic University is the first Saudi academic institution to adopt the Mashroat program. It will enable us to benefit from Mashroat's expertise and experience to provide sustainable impact on our development programs."

“The university manages 69 scientific institutions and 20 academic facilities across the Kingdom and the partnership with Mashroat will ensure they are run efficiently. The improved management of our facilities will also enhance the education services we provide for our 185,000 students."

Director-General of Mashroat, Ahmed bin Mutair Al-Balawi said, “Based on this MoU, which is the first agreement signed with a Saudi university, we seek to support and empower Imam Muhammad ibn Saud Islamic University to apply best practice in the operation and maintenance of its facilities management."

 “Mashroat seeks to build new partnerships with all entities working in the project, facility, and asset management sector. This MoU is part of Mashroat's journey to build new and important partnerships across all sectors including education and health. Our policy is to empower all entities that work with Mashroat to achieve their strategic goals by applying best international standards."   

The National Project Management, Operation, and Maintenance Organization in Public Entities (Mashroat) is the state's enabling arm for infrastructure projects. It provides consultancy and technical support to government agencies in project management, operation and maintenance in order to enhance the effectiveness, efficiency and sustainability of the national infrastructure. It also ensures all projects are in line with global best practice and meet the ambitious aspirations of Vision 2030.


Educational Charitable Fund

       Reference to the Saudi Cabinet resolution No 94 dated 29/03/1431 H, which stipulates the rules and regulations for the non-Saudi scholarship students, that clearly codifies the creation of charitable funds within the educational institutions. And as article (9-E) specifying that: “Establishing a charitable fund at every educational institution to support scholarship programs, that financing by donations, contributions, gifts, wills and endowments as well as allocated funds within budgets".

To underscore the university responsibility to discharge its pioneering role within the educational process in the community, it was proposed the founding of the educational charitable fund with separate powers to regulate the scholarship programs and help scholarship students to enroll at the specified academic programs. The fund will work on collecting resources and financial mounts generated from donations, contributions, gifts, wills and endowments, and administer and direct them towards backing scholarship programs.​

• Inking a MOU with QS institution to strengthening the quality of the education and scientific research of the university as well as enhancing the strategies of quality and assessment applications.

Student Fund

      Student fund was founded during the academic year of 1397/1398 H when the deanship of student affairs has considered it's important to found a service to serve students whom their social conditions requires support or others whom emergency circumstances facing them. With a view to let necessitous student feel a spirit of Islamic social solidarity and then help him/her to more academic and study efforts as the university officials are always keenness to provide a stability for them.

The first cornerstone of the fund was the issuance of the university supreme council's decision No 18 during the second regular meeting in 18/03/1397 H that approved the establishment of the fund. The said decision was clearly crafted the fund and its objectives as it for the charitable student purposes which not covered by the university annual budget as well as supporting needy students. The financing of the fund would be from the contributions of the students themselves and donations. Additional rules for the perfect works of the fund have also been identified by the decision.

A series of decisions issued by the university council had been followed for the rearrangement of the student's contributions rate and the fund allocated for each college and Sharia institute, the undergraduate student contribution mounted-up from two Saudi Riyals to ten and the contribution of the Sharia institute's student also increased from two Saudi Riyals to five.

Dr. Abdullah Al-Rabeeah, Adviser to the Royal Court and Supervisor General of King Salman Humanitarian Aid and Relief Centre, whose praised the efforts and contributions of Al-Imam University in serving the homeland and the community. The conclusion of the third phase of the "Maharat" program​

The Educational Charitable Fund, in cooperation with the Agency for Scholarship Affairs at the Deanship of Student Affairs, concluded the “Maharat" program.

Which includes a series of courses to qualify students for external scholarships at the university and develop their skills. This program is implemented for the third time during this second semester of the academic year 1436-1437 AH.

The program includes a number of diverse courses in content and objective, in a number of tracks towards: the self-development track, the administrative development track, and the educational attainment and academic excellence track, and among those courses:

Educational Charitable Fund

Reference to the Saudi Cabinet resolution No 94 dated 29/03/1431 H, which stipulates the rules and regulations for the non-Saudi scholarship students, that clearly codifies the creation of charitable funds within the educational institutions. And as article (9-E) specifying that: “Establishing a charitable fund at every educational institution to support scholarship programs, that financing by donations, contributions, gifts, wills and endowments as well as allocated funds within budgets".

To underscore the university responsibility to discharge its pioneering role within the educational process in the community, it was proposed the founding of the educational charitable fund with separate powers to regulate the scholarship programs and help scholarship students to enroll at the specified academic programs. The fund will work on collecting resources and financial mounts generated from donations, contributions, gifts, wills and endowments, and administer and direct them towards backing scholarship programs.

Variety Achievements

• Active participation at 1st International Saudi Conference of Medical Education, King Fahd Medical City, 12-24, 4, 1429 H.

• Inking of a consulting agreement with Tebsa Spanish Inc. to perform architectural designs of College of Medicine and the University Medical Hospital.

• Conduct some research, investigation, publishing and translation plans and projects thru researches which are published or still pending.

• A staunch effort has been carried out by the university on the university year of 1429-1430 H on refereeing masters and PhDs thesis and dissertations and thru the researches prepared by the faculty staff members for the purpose of promotion.

• Bold cooperation with many higher institutes and universities all around the world as well as many internal and external Islamic research centres.

• Founding a number of research chairs at the university such as Prince Naif Chair for Narcotics Prevention, Prince Sultan bin Abdulaziz Research Chair for Academic Endowments Projects, and Saudi Social Affairs Ministry Research Chair for Caring Orphans and Special Needs Persons.

• Continuous updating in academic dissertations database until it exceeds seven thousand and one hundred dissertations.

• The university center for Community Service and Continuing Education has initialized many training courses in different specifications in order to serve the community and leverage the educational and functional capabilities for people. • Prince Naif Institute for Research and Consulting Services, attributed with the university, has cementing its scientific bonds with many institutions at the public and private sectors through conducting researches and studies financed by those institutions. • Signing an agreement with Al-Tayyar Travel Company to establishing a travelling agency inside the university to handle the bookings and tickets matters to all employees and students of the university.

• Founding a new deanship replacing the current Assessment and Quality Unit dealing with development, quality and academic accreditation at all colleges and departments.

• Inking a MOU with QS institution to strengthening the quality of the education and scientific research of the university as well as enhancing the strategies of quality and assessment applications.

Student Fund

Student fund was founded during the academic year of 1397/1398 H when the deanship of student affairs has considered it's important to found a service to serve students whom their social conditions requires support or others whom emergency circumstances facing them. With a view to let necessitous student feel a spirit of Islamic social solidarity and then help him/her to more academic and study efforts as the university officials are always keenness to provide a stability for them.

The first cornerstone of the fund was the issuance of the university supreme council's decision No 18 during the second regular meeting in 18/03/1397 H that approved the establishment of the fund. The said decision was clearly crafted the fund and its objectives as it for the charitable student purposes which not covered by the university annual budget as well as supporting needy students. The financing of the fund would be from the contributions of the students themselves and donations. Additional rules for the perfect works of the fund have also been identified by the decision.

A series of decisions issued by the university council had been followed for the rearrangement of the student's contributions rate and the fund allocated for each college and Sharia institute, the undergraduate student contribution mounted-up from two Saudi Riyals to ten and the contribution of the Sharia institute's student also increased from two Saudi Riyals to five.

Types of scholarships

Government scholarships for international students are of two types

  1. Internal scholarships for non-Saudi students residing in the Kingdom of Saudi Arabia with regular residency.
  2. Foreign scholarships for non-Saudi students from outside the Kingdom.

Scholarships in Saudi public universities are of three types according to their different advantages:

  • Free scholarships in which the student gets full benefits.
  • Partial scholarships in which the student receives some benefits, where the educational institution is entitled to offer some benefits to the student such as a seat only, or a seat and housing, i.e. less than the full free scholarship.
  • Paid grants.

All this is in accordance with the rules regulated by the Council of the educational institution, and in a manner that does not contradict the regulations governing this.

Admission Requirements

  • Among the conditions and controls for the admission of non-Saudi international students to all academic levels according to the following:
  • Internal and external scholarship students apply to admission requirements applicable to Saudis in higher education institutions.
  • The age of the student should not be less than (17) years and not more than (25) years for the undergraduate stage and the Institute of Teaching Arabic Language or the like, (30) years for the master's stage, and (35) years for the doctoral stage.
  • The government of the student's country agrees to study in the Kingdom to the countries that require it to do so.
  • Non-Saudi students.
  • The student must not have received another scholarship from one of the educational institutions in the Kingdom.
  • Certificates and identification documents must be certified by the competent authorities specified by the educational institution.
  • Attend a certificate of absence of precedents from the security services in his country.
  • Not to be dismissed from one of the educational institutions in the Kingdom.

  • The student must be with Muharram, in accordance with the instructions governing this, provided that he is covered by a grant, has regular residence or is presented on the register of an employer in need of his services.
  • To pass the medical examination determined by the regulations and instructions.
  • The educational institution may require the student's recommendation from one of the bodies, institutions or personalities determined by the institution.
  • The Council of the Educational Institution shall establish the executive rules governing the admission of scholarship students from within, taking into account the following:
  • The student must obtain the approval of whoever is on his record to study at the educational institution.
  • The student must be a regular resident of the Kingdom.

Application Dates for Study

The opening date of the scholarship application program is determined according to the requirements of the academic year at universities.

Available sections based on weighted ratio 60% capacities – 40% secondary.

All departments are available except the Faculty of Medicine.

Scholarship Benefits

There are advantages and incentives that a student admitted to study in Saudi Arabia can receive, including:

  • Health care for him and his family members if they are recruited to reside with him, if required by regulations.
  • Financial reward upon arrival.

This has come while briefing about the plan of King Saud Research Chair for Higher Education Studies on the current year. As well, he pointed out that, the research chair is focusing on educational studies in Saudi Arabian kingdom, especially in light of the big gaps witnessing by the public and higher education.
In a similar vein, King Saud Research Chair for Higher Education Studies has approved recently, in a meeting heading by Dr. Fawzan bin Abdul-Rahman Al-Fawzan, Acting Rector of Al-Imam Muhammad Ibn Saud Islamic University, and Head of Research Chair Program, the operational plan of the current year, which included a number of research projects. Clarified that Dr. Abdul-Mohsen Al-Sumaih, Principal of the Research Chair, and further said that, the approved research scholarships are targeting researchers and postgraduate students from inside and outside Saudi Arabia.
Clinching his words, Dr. Al-Sumaih has urged all interested persons and researchers to avail the opportunity and participate in the projects and studies carried out by King Saud Research Chair for Higher Education Studies.           Dr. Muhammad Said Al-Alam, Vice-Rector of Al-Imam Muhammad Ibn Saud Islamic University for Knowledge Exchange and International Collaboration, and whom also a Principal of Sheikh Abdulaziz Al-Twaijri Research Chair for Humane Studies, has signed on the last Tuesday evening a number of research scholarships for the chair at the university Conference Bldg. In the details of the signed scholarships, Dr. Al-Alam has reaffirmed that, Sheikh Abdulaziz Al-Twaijri Research Chair for Humane Studies since its founding has engaged in different academic areas including translation, research and books. “This year scholarships have selected a very important topics and fabulous researchers", added he.

It is worth mentioning that, one PhD dissertation and one Master dissertation, beside four general research scholarships are amongst the inked scholarships.

One of the programs of the Chair of Dialogue of Civilizations held in cooperation between Imam Muhammad Ibn Saud Islamic University and Sorbonne University, Paris1, Panthéon for the fiscal year 2013, funded by H.E. Eng. Abdullah Ahmed Bugshan

 

  • During the fiscal year 2014, the Chair will offer four  scholarships to four  Saudi teaching assistants, lecturers, or graduate students studying in Saudi universities, who specialize in or are interested in dialogue of civilizations.
  • The Research Chairs Program at Imam Muhammad Ibn Saud Islamic University invites candidacy, trade-offs between candidates, selects grantees, and disburses outstanding amounts from the chair's budget.
  • The differentiation between the candidates shall be carried out by a committee formed by the Rector of the University, the Chairman of the Council of Research Chairs, based on a number ofcriteria, including: specialization, stage of study, cumulative average (the student's average  in the last qualification  obtained or  in the last semester passed is not less than 4 mn 5) as well as the nature of  the candidate's  interest in thedevelopment of civilizations).
  • Visits take place during the months of Muharram and Safar 1435 AH, November and December 2013.
  • One visit lasts for 5 days.
  • The deadline for receiving nominations is Thursday, 27 Dhu al-Qa'da 1434 AH, corresponding to 3 October 2013.
  • The value of the scholarship is 2500 euros, of which thecandidate  receives 50% of it when the selection is made and the travel procedures are completed, while the remaining amount is received after completing the visit and completing its requirements.
  • The candidate shallobtain a visa for entry into French territory and shall bear the costs and arrangements of travel, accommodation and transportation in Paris.
  • The Chair of Dialogue of Civilizations at the Sorbonne University, Paris1, Panthéon, oversees the implementation of the scientific and cultural  programme of the visit.
  • The responsibility of the chair in relation to the visa to enter the French territory is limited to granting the candidate a letter of invitation to submit to the French embassy for the visa. 
  • The program of the visit consists of:
  1. Visit the headquarters of the Chair of Dialogue of Civilizations at the Sorbonne University.
  2. Attend specialized lectures in the areas of interest of the chair at the Sorbonne.
  3. Visit the  exhibition "Lights of Wisdom: Dialogue between East-West Schools in the Middle Ages" organized by the  Chair at the headquarters of the Arab World Institute for a period of three months, starting from September 25, 2013, and participate in the accompanying events.
  4. Participate in dialogue sessions with French students who are similar in specialization, or interest.
  5. Visit a number of scientific and research institutions, such as the Sorbonne University Library.
  • In order for the candidate to receive the rest of the scholarship amount, it is required to prepare an integrated report on the visit, according to the model adopted in the Research Chairs Program at Imam Muhammad Ibn Saud Islamic University, and to be approved by the professor of the chair at Sorbonne University, and submitted to the General Secretariat of the Research Chairs Program.​

Agreements That Support International Students:

Establishment of international partnerships with reputable global HEIs the main achievements in this field

a. The establishment of links and partnerships with a number of international programs, and cooperation with global universities to benefit from their experiences in HE system development, and improvement of educational process at both old and newly established universities. In this regard, the Minister of HE, with a delegation consisting of a number of university directors, visited ministries, universities and centers in France, Britain and Germany this year. A number of agreements were signed during these visits. The Ministry agreed on a number of cooperation memorandums and executive programs with other ministries in the following countries: India, Azerbaijan, Italy, South Africa, Korea, Iran, China, Jordan, Syria, Sudan, Algeria, the Philippines, Pakistan, France, Malaysia, Austria, Poland, Tunisia, Uzbekistan, Russia, New Zealand, the Czech Republic, Australia, Singapore, Morocco, Ireland and Argentina.

b. The Ministry provided support for certain universities to conclude agreements and partnerships with world colleges and research centers. For example, King Fahd University concluded around 54 agreements with universities and research centers in France, the USA, Britain, India, China, Germany, Sweden and Singapore. King Abdulaziz University also concluded over 25 agreements with world colleges and research centers. King Fahd University of Petroleum and Minerals established strategic and cooperative links with global institutions and local centers. The number of active agreements reached

more than 21. The National Center for e-learning and distance education has contracted

with a global think tank and had a successful encounter with Meteor Group, Malaysia. c. Support for programs at some universities through contracting with outstanding teachers and Nobel Prize winners scientists. Saudi universities seek to attract outstanding researchers and professors to teach and supervise postgraduate students. For example, King Saud University signed service contracts with 14 Nobel Prize winning scientists. King Fahd University of Petroleum and Minerals has also attracted a group of outstanding foreign professors.

d. Support for the establishment of international advisory boards at some universities. Their philosophy is based on attracting distinguished global advisors and benefiting from them to develop the university. For example, King Fahd and King Abdulaziz Universities created each International Advisory Board and organized many advisory meetings for these boards.

e. Development of the innovation and excellence project for the faculty members. The Ministry had embarked on the project the previous year through contracting with some universities and outstanding trainers at foreign universities. It also established partnerships with international houses of expertise to provide qualified trainers for the program this year.
